Licensing & Credentials

Tom Ligare is a licensed insurance professional holding the following credentials:

  • CLU® (Chartered Life Underwriter®) — issued by The American College of Financial Services, signifying advanced education in life insurance, estate planning, and risk management.
  • CAP® (Chartered Advisor in Philanthropy®) — issued by The American College of Financial Services, signifying advanced education in charitable planning strategies for high-net-worth individuals and nonprofit organizations.

Tom Ligare is licensed to sell insurance products (including life insurance and annuities) in the states listed in the “State Licensing” section below.

All product-based solutions involve insurance products placed through licensed insurance carriers. We do not sell mutual funds, stocks, bonds, ETFs, variable insurance products, or other securities.

Insurance Product Disclosures

General

All insurance products offered through NPPSS are subject to the terms, conditions, limitations, and exclusions of the issuing insurance carrier’s policy. Product availability, features, and pricing vary by state and by carrier.

Not FDIC Insured

Insurance products, including life insurance and annuities, are not deposits, are not insured by the FDIC or any other federal government agency, are not guaranteed by any bank, and are not a condition of any banking service.

Guarantees

All guarantees associated with insurance products are subject to the claims-paying ability of the issuing insurance company. We work with highly-rated carriers but cannot guarantee the future financial condition of any carrier.

Surrender Charges & Early Withdrawal

Many insurance and annuity products include surrender charges that apply if a policy is cancelled or funds are withdrawn during an initial period. Withdrawals from annuity products prior to age 59½ may be subject to an additional 10% federal tax penalty, in addition to ordinary income tax on the gain.

Policy Performance

Indexed universal life (IUL) and indexed annuity products credit interest based on the performance of an underlying market index, subject to caps, participation rates, floors, and other contractual limits. These products do not participate directly in the stock market and policyholders do not receive dividends. Past index performance is not indicative of future results.

How We Are Compensated

NPPSS is compensated primarily through commissions paid by insurance carriers when an insurance or annuity product is placed on behalf of a client. This commission is paid by the carrier to NPPSS and does not reduce the premium paid by the client or the benefits available under the policy.

Commission structures vary by product type and carrier. In some cases, NPPSS may also receive:

  • Trail commissions (ongoing compensation as long as a policy remains in force)
  • Production-based bonuses or expense reimbursements from carriers
  • Consulting or advisory fees for non-product work (planned giving program design, board-level consulting, CE workshop presentations)

Clients are entitled to ask about the specific compensation NPPSS will receive in connection with any product placement. We will disclose this information on request.

Insurance Carriers

NPPSS is an independent insurance agency and is not owned by, employed by, or exclusively contracted with any single insurance carrier. We place business with multiple highly-rated insurance carriers based on the suitability of each carrier’s products for our clients’ specific needs.

The selection of a carrier for any particular client is based on factors including (but not limited to):

  • Carrier financial strength ratings (from A.M. Best, Moody’s, S&P, and Fitch)
  • Product design and suitability for the client’s situation
  • Underwriting considerations
  • State availability
  • Competitive pricing for the client’s profile

State Licensing

Tom Ligare is a licensed insurance producer in the following states:

California and all other states

NPPSS will only offer, solicit, or place insurance products for residents of states in which Tom Ligare holds an active insurance producer license. If you are a resident of a state not listed above, we may be unable to work with you directly, though we may be able to refer you to a licensed professional in your state.

Insurance licensing can be verified through the National Insurance Producer Registry at nipr.com/licensing-center/lookup-a-license or through your state’s Department of Insurance.

We mitigate this conflict by:

  • Clearly disclosing that we are an insurance-only firm (not a fee-only advisor)
  • Recommending consultation with your own tax, legal, and accounting professionals who are not compensated by product placement
  • Being willing to explain, on request, why we are recommending a specific strategy and how we will be compensated
  • Only recommending strategies we believe are genuinely suitable for a client’s situation
